Defendant Sentenced to 48 Months for Heroin Conspiracy

A Rutland/Bennington man has been sentenced to 48 months in prison for his role in a heroin distribution conspiracy, according to the U.S. Attorney for the District of Vermont.

Louis Tobin, 30, formerly of Rutland and Bennington, Vermont, was sentenced by U.S. District Court Judge Geoffrey Crawford on his previously entered guilty plea to conspiring to distribute heroin.

Tobin was stopped by the Vermont State Police on Route 103 in Rutland County on April 14, 2016, with a bag containing approximately 2,050 bags of heroin. He also possessed about 37 bags of heroin on his person, along with $1,735 in cash.

Tobin’s co-conspirator, Megan Harpp, was also indicted by the federal grand jury sitting in Rutland, but failed to appear at a subsequent proceeding and is now a fugitive. Anyone with information regarding her whereabouts is urged to contact the United States Marshals Service at (802) 951-6271.

The case was investigated by the Vermont State Police Drug Task Force and the Federal Bureau of Investigation, with Assistant U.S. Attorney Joseph Perella representing the United States. Tobin’s defense attorney is Michael Shklar, Esq., of Newport, Vermont, while Megan Harpp is represented by Steven Barth of the Federal Public Defenders Office.

As part of his plea agreement with the government, Tobin agreed to the forfeiture of the $1,735 that was seized from him at the time of his arrest.

The defendant will also serve three years of supervised release following his imprisonment. The U.S. Attorney’s Office will continue to prosecute Harpp, who remains at large.
