Lugene Shipp, Conspiracy to Distribute and Resulting in Death, Iowa 2021

Lugene Shipp, a 43-year-old Iowa City man, has been sentenced to 25 years in federal prison for his role in a heroin conspiracy that resulted in a fatal overdose. Shipp’s conviction stems from a 2021 case in which Iowa City Police Officers were dispatched to a residence in response to a suspected overdose. An investigation led to the arrest of Shipp and his co-conspirator, Dione Dante Mobley, who was also 43 years old at the time of their arrest.

According to public court documents and evidence presented at trial, Shipp and Mobley were found to have conspired to distribute a mixture and substance containing a detectable amount of heroin, which ultimately resulted in the death of an individual. Following a trial last fall, both Shipp and Mobley were convicted of their crimes. Shipp’s sentencing comes after a lengthy investigation conducted by the Iowa City Police Department, the University of Iowa Police Department, and the Johnson County Drug Taskforce.
