Marcevan Manasse, Distribution of Child Pornography, New Jersey 2020

Marcevan Manasse, a 27-year-old man from Somerville, New Jersey, has been charged with distributing child sexual abuse material across a public peer-to-peer network, exposing some of the most disturbing content imaginable to anyone connected online.

Federal authorities say Manasse used a widely available file-sharing program to distribute 11 images and five videos of child sexual abuse between September 20, 2020, and November 22, 2020. The files were shared directly from a ‘shared’ folder on his computer, accessible to any user of the P2P network, and included graphic depictions of pre-pubescent children being sexually exploited by adults.

Law enforcement executed an undercover operation, tracing the files to an IP address linked to Manasse’s residence. Using the same file-sharing platform, agents downloaded the illicit content and confirmed its nature through forensic review. The program’s built-in log system captured each transaction, creating a digital paper trail that led straight to the defendant.

Manasse appeared remotely before U.S. Magistrate Judge André M. Espinosa and was released on a $100,000 unsecured bond. He faces one count of distribution of child pornography, a charge that carries a mandatory minimum of five years in federal prison, up to 20 years behind bars, and a $250,000 fine.

The investigation was led by Homeland Security Investigations (HSI) New Jersey, under Special Agent in Charge Jason J. Molina. Acting U.S. Attorney Rachael A. Honig credited HSI agents with dismantling the digital conduit Manasse allegedly used to spread child exploitation material. The Somerset County Prosecutor’s Office provided critical support during the probe.

The case, prosecuted by Assistant U.S. Attorney Dong Joo Lee of the Violent Crimes Unit in Newark, remains pending. As with all federal charges, Manasse is presumed innocent until proven guilty in a court of law.
