Mark Allen Hillis, 58, of Southgate, Michigan, has pleaded guilty to 14 federal counts of child exploitation after a months-long digital and physical assault on a 13-year-old girl in Pennsylvania. Appearing before U.S. District Court Judge Eduardo C. Robreno, Hillis admitted to one count of enticing a minor to engage in criminal sexual activity, one count of traveling to engage in illicit sexual conduct, nine counts of manufacturing and attempted manufacturing of child pornography, two counts of transferring obscene material to a minor, and one count of possessing child pornography.
Hillis, who operated online under the alias ‘Denverpolice#666’ and referred to himself as ‘Daddy,’ first contacted the victim in a YouTube chatroom. He quickly obtained her phone number and bombarded her with hundreds of sexually graphic images, messaging her at all hours, pressuring her to produce and send explicit photos of herself. The relentless grooming escalated over months, culminating in Hillis convincing the girl to sneak out of her home in the middle of the night.
Traveling from Michigan to Pennsylvania with the sole intent of meeting the child for sex, Hillis picked her up and took her to a local hotel room, where he sexually assaulted her. The encounter was not only a violent betrayal of trust but a calculated act by a predator who crossed state lines to exploit a vulnerable minor. In addition to the federal charges, Hillis faces separate state charges in Montgomery County for the sexual assault.
‘Mark Hillis not only manipulated a young child into providing him with explicit images of herself, he traveled across state lines, convinced her to leave her home, and assaulted her – every parent’s worst nightmare,’ said Acting U.S. Attorney Jennifer Arbittier Williams. ‘The defendant’s guilty plea ensures that he will be held accountable for being the predator that he is.’
HSI Philadelphia Special Agent in Charge Brian Michael emphasized the ongoing threat of online predators: ‘Online grooming and sexual exploitation of children is a heinous crime that is happening far too often. These investigations will continue to be one of our top priorities to ensure that children around the world are protected from sexual predators.’ He credited interagency cooperation with stopping Hillis and preventing further victimization.
The case was brought under Project Safe Childhood, the DOJ’s nationwide initiative launched in 2006 to combat child sexual exploitation. Investigated by the Limerick Township Police Department, Montgomery County Detective Bureau, Pennsylvania State Police, and Homeland Security Investigations, and prosecuted by Assistant U.S. Attorney Kathryn Deal, the case underscores the deadly convergence of digital predation and real-world violence. Hillis now awaits sentencing, facing a lifetime of consequences for crimes that shattered a child’s innocence.
