Mark Allen Hillis, 58, of Southgate, Michigan, has pleaded guilty to 14 federal counts tied to the relentless sexual exploitation of a 13-year-old girl, culminating in a predatory cross-state journey to assault her in a Pennsylvania hotel room. The charges include one count of enticing a minor to engage in criminal sexual activity, one count of traveling to engage in illicit sexual conduct, nine counts of manufacturing and attempted manufacturing of child pornography, two counts of transferring obscene material to a minor, and one count of possessing child pornography. Hillis admitted to the full scope of his crimes before U.S. District Court Judge Eduardo C. Robreno in Philadelphia.
Hillis, who operated under the online alias “Denverpolice#666” and referred to himself as “Daddy” in messages, first encountered the minor in a YouTube chatroom. He quickly escalated the contact, securing her phone number and bombarding her with hundreds of obscene images around the clock. Over months, he groomed her through relentless text messages, pressuring her to produce and send sexually explicit photos of herself. His digital campaign of coercion laid the foundation for physical abuse.
The exploitation turned violent when Hillis traveled from Michigan to Pennsylvania with the sole intent of meeting the child for sex. After convincing her to sneak out of her home in the dead of night, he picked her up and took her to a local hotel. There, he sexually assaulted her. The meeting was the culmination of a calculated grooming process that exploited the victim’s youth and vulnerability, crossing state lines and violating the most basic societal boundaries.
Acting United States Attorney Jennifer Arbittier Williams condemned Hillis’s actions, stating, “Mark Hillis not only manipulated a young child into providing him with explicit images of herself, he traveled across state lines, convinced her to leave her home, and assaulted her – every parent’s worst nightmare. The defendant’s guilty plea ensures that he will be held accountable for being the predator that he is.”
Law enforcement leaders emphasized the ongoing threat of online predators. HSI Philadelphia Special Agent in Charge Brian Michael said, “Online grooming and sexual exploitation of children is a heinous crime that is happening far too often. These investigations will continue to be one of our top priorities to ensure that children around the world are protected from sexual predators.” Montgomery County District Attorney Kevin R. Steele added that local authorities remain vigilant in targeting online offenders who target minors.
The case was investigated by the Limerick Township Police Department, the Montgomery County Detective Bureau, the Pennsylvania State Police, and Homeland Security Investigations. It is being prosecuted by Assistant United States Attorney Kathryn Deal and falls under Project Safe Childhood, a DOJ initiative launched in 2006 to combat child sexual exploitation. Hillis now awaits sentencing, facing both federal consequences and additional state charges in Montgomery County for the assault.
