PEORIA, IL – A Whitehouse, Texas man is facing serious federal charges after a grand jury in Peoria, Illinois, indicted him on accusations of exploiting multiple minors. Mark P. Barnwell, 35, allegedly engaged in a predatory scheme to produce child pornography, preying on vulnerable victims.
Barnwell was indicted on four counts of production of child pornography and one count of committing a sex-related felony while already required to register as a sex offender. This means Barnwell was already on the registry and allegedly continued to offend, demonstrating a callous disregard for the law and the well-being of children. He was initially arrested on October 3rd in Whitehouse, Texas, following a federal criminal complaint.
According to the indictment, between September 2016 and November 2016, Barnwell allegedly employed, used, persuaded, coerced, and enticed four separate minors into participating in sexually explicit acts specifically for the purpose of creating visual depictions of said acts. The details of the coercion and the extent of the exploitation remain under investigation, but the charges paint a grim picture of calculated abuse.
This case is the result of a collaborative effort between the U.S. Secret Service, the Peoria Police Department, and the Peoria County Sheriff’s Office. While the Secret Service is often associated with protecting dignitaries, they also have a dedicated cybercrime unit that investigates online exploitation of children, making them a key player in this investigation. Assistant U.S. Attorneys Ronald Hanna and Katherine Legge of the Central District of Illinois, along with Trial Attorney William Grady of the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), are prosecuting the case.
Authorities emphasize that the indictment contains accusations, and Barnwell is presumed innocent until proven guilty beyond a reasonable doubt. However, the charges are deeply disturbing and represent a significant breach of trust and a horrific violation of children’s safety. This case highlights the ongoing struggle against online child exploitation, a growing epidemic that demands a coordinated response.
The investigation falls under the umbrella of Project Safe Childhood, a national initiative launched in 2006 by the Department of Justice aimed at combating child sexual exploitation and abuse. The project brings together federal, state, and local resources to identify, apprehend, and prosecute offenders, as well as rescue victims.
