Jesse Green III, Carjacking, District of Columbia 2017

A Maryland man drove off in a stolen SUV with a woman and her 2-year-old granddaughter still inside, careening through Southeast Washington in a violent carjacking spree. Jesse Green III, 41, of Germantown, Md., pleaded guilty on Feb. 10, 2017, in the Superior Court of the District of Columbia to one count of carjacking, according to U.S. Attorney Channing D. Phillips and Peter Newsham, Interim Chief of the Metropolitan Police Department (MPD).

Green, also known as Michael McKoy, stormed into a GMC Yukon around 12:10 p.m. on Jan. 8, 2017, in the 5000 block of Kimi Gray Court SE. The vehicle had just been parked by the husband of the woman victim, who remained inside with her granddaughter. The child, strapped into a rear car seat, had no idea what was coming. Green, a complete stranger, yanked open the driver’s door and sped off—hostages locked inside.

The woman screamed for Green to stop, then tried to wrest control of the wheel. He ignored her, blasting through stop signs at high speed. The Yukon slammed into a parked car near 51st Street and Central Avenue SE, careened up an embankment, and finally crashed backward into a telephone pole. Glass shattered. Metal twisted. But the real horror was just beginning.

Green tried to flee on foot, but MPD officers caught him within minutes. The woman and her 2-year-old were pulled from the wreckage by paramedics and rushed to the hospital for evaluation and treatment. Their injuries, physical and emotional, are still counting.

The charge of carjacking carries a mandatory minimum of seven years in prison and a maximum of 21 years. Judge Ronna L. Beck has scheduled sentencing for April 14, 2017. Green has been in custody since the day of the crime—locked down, but far from forgotten by those he terrorized.

U.S. Attorney Phillips and Interim Chief Newsham praised the MPD’s rapid response and the prosecution team at the U.S. Attorney’s Office. Assistant U.S. Attorney Natasha Smalky led the investigation and prosecution, with support from Assistant U.S. Attorney Kathryn Rakoczy, Paralegal Specialist Richard Cheatham, and Victim/Witness Advocate James Brennan. Justice moves slow—but in this case, it moved faster than the crash itself.
