ORLANDO, FL – Jackie Jamal Hines, 46, of Melbourne, Florida, is staring down a potential life sentence after admitting to a massive cocaine trafficking operation. United States Attorney Roger B. Handberg announced today that Hines pleaded guilty to possession with intent to distribute 5 kilograms or more of cocaine – a charge that carries a minimum mandatory penalty of 10 years in federal prison, and a maximum of life behind bars.
The bust went down December 6, 2023, when law enforcement attempted a routine traffic stop on Hines as he left a storage unit in Melbourne. But routine it wasn’t. Hines bolted, ditching his vehicle and taking off on foot. He didn’t get far. Once detained, officers found a bag on his person packed with over 300 grams of cocaine and two digital scales – the tools of a serious dealer.
But the real stash wasn’t on Hines himself. He also had the key to the storage unit. Agents quickly secured a warrant and raided the location, uncovering a safe containing five tightly-packed bricks, each holding approximately one kilogram of cocaine. That’s a total of five kilos, putting Hines firmly in the territory of major federal drug offenses. This wasn’t a small-time operation; this was a significant quantity of poison flooding the streets.
The investigation, a joint effort between the Drug Enforcement Administration (DEA) and the Melbourne Police Department, paints a picture of a calculated criminal enterprise. While the details of how Hines obtained the cocaine remain under wraps, the sheer volume seized suggests a well-established supply chain. The feds aren’t revealing much beyond that at this stage, keeping details close to the vest as they build their case.
Assistant United States Attorney Megan Testerman is prosecuting the case, and a sentencing date has not yet been set. Expect a lengthy and complex proceeding. The government will likely push for the maximum penalty, given the amount of cocaine involved and Hines’s attempt to evade capture. This case serves as a stark reminder that federal agencies are actively targeting large-scale drug traffickers in Florida.
