Meth and Heroin Ring: Ten Feds Charged in Major Narcotics Bust

GRIMY TIMES EXCLUSIVE: A major narcotics operation has been dismantled as ten defendants from Pennsylvania, California, and Michigan have been charged with trafficking methamphetamine, heroin, fentanyl, para-fluorofentanyl, and other dangerous narcotics. According to the Department of Justice USAO for the Western District of Pennsylvania, the suspects are alleged to have conspired to possess and distribute large quantities of these drugs between November 2023 and March 2025.

The defendants, Christopher Love (28), Terrence Spivey (29), Jonathan Toledo (25), Darren Cooper (38), Raymone Grier Jr. (24), Patti Miller (59), Calil Francois-Moon (20), Dolly Mullens (54), Paityn Phears (24), and Joanne Shaw (37), face serious charges. They are accused of trafficking 50 grams or more of meth, 500 grams or more of methamphetamine mixture, 100 grams or more of para-fluorofentanyl, 100 grams or more of heroin, 10 grams or more of carfentanil, 40 grams or more of fentanyl, and a quantity of cocaine.

The lead defendant, Jonathan Toledo, and Dolly Mullens also face individual drug trafficking offenses. The law provides for a maximum sentence of not less than 10 years up to life in prison, with fines reaching $20 million for the majority of defendants, except for Mullens who faces a maximum of 20 years and a fine of up to $500,000.

Assistant United States Attorney Jonathan D. Lusty is leading the prosecution against these alleged traffickers. The investigation was a collaborative effort by multiple agencies including the DEA, USPSIS, HSI, IRS, ATF, Pittsburgh Bureau of Police, Pennsylvania State Police, Clearfield Regional Police Department, Altoona Police Department, and Pennsylvania Office of Attorney General.

This case is part of the Organized Crime Drug Enforcement Task Forces (OCDETF) investigation, which focuses on identifying, disrupting, and dismantling high-level drug traffickers and criminal organizations. An indictment is merely an accusation, and all defendants are presumed innocent until proven guilty.
