Reyes Flores, Meth Trafficking, California 2023

HOUSTON – A 26-year-old Mexican national is headed to federal prison for a quarter-century after running a sophisticated methamphetamine conversion lab right here in Houston. Juan Carlos Reyes Flores was sentenced to 300 months – 25 years – after pleading guilty July 28th, U.S. Attorney Nicholas J. Ganjei announced. The case was delayed in publication due to the recent government shutdown, but the details are now sickeningly clear.

Reyes Flores wasn’t just cooking up a small batch in a basement. From May to September 2020, he oversaw a full-blown operation, taking liquid methamphetamine smuggled across the border from Mexico and converting it into the highly addictive crystal form. He didn’t work alone, managing a crew responsible for distribution throughout the Greater Houston area, fueling the city’s drug epidemic. Judge George Hanks didn’t mince words, stating the sentence reflected the court’s duty to protect the public from the devastation caused by methamphetamine.

The bust came September 1, 2020, when law enforcement raided a Houston location and uncovered a staggering amount of evidence: over 30 kilograms of pure methamphetamine. That’s not street-level product, folks – that’s enough to poison countless lives. Along with the drugs, investigators found the full suite of equipment and materials needed to run the conversion process, painting a clear picture of a well-funded and organized criminal enterprise. Reyes Flores clearly wasn’t running a hobby operation.

U.S. District Judge Hanks made it clear this wasn’t just about punishing one man. “This lengthy prison term reflects the court’s responsibility to the people that methamphetamine distribution and addiction harms,” Hanks stated at the hearing. He also stressed the sentence was intended to serve as a deterrent, sending a message to others considering a similar path: the risk isn’t worth the reward. The court made it abundantly clear that trafficking in poison will be met with the full force of the law.

The investigation was a multi-agency effort, spearheaded by the Drug Enforcement Administration (DEA) and the FBI, with significant contributions from the Houston Police Department and the Texas Department of Public Safety. Assistance also came from the Texas Department of Criminal Justice, Harris County Precinct Five Constable’s Office, and police departments in Baytown, Navasota, Pasadena and Deer Park – a testament to the widespread reach of this operation. Assistant U.S. Attorneys Christine J. Lu and Michael E. Day successfully prosecuted the case.

Following his imprisonment, Reyes Flores, who is not a U.S. citizen, will face removal proceedings. While 25 years won’t undo the damage he’s caused, it’s a small victory in a city constantly battling the scourge of drug trafficking. Grimy Times will continue to follow this case and bring you the unvarnished truth about crime in the Bayou City.
