A Charleston man faces up to 20 years in federal prison and a $1 million fine for distributing heroin in the city. Thomas Kerr Clements, 53, pleaded guilty to the federal heroin charge in federal court in Charleston, West Virginia, on May 27, 2015, when he sold heroin to a confidential informant.
The illicit heroin deal took place at Clements’ residence in the Rand area of Charleston. As part of his guilty plea, Clements admitted to selling heroin to the informant at his home. The Kanawha County Sheriff’s Tactical Operations Patrol Team investigated the case.
Assistant United States Attorney Timothy D. Boggess is leading the prosecution against Clements. The case is part of an ongoing effort by the United States Attorney’s Office for the Southern District of West Virginia to combat prescription drug and heroin misuse.
Clements will be sentenced on March 17, 2016, in federal court in Charleston. He faces a maximum of 20 years in federal prison and a $1 million fine. The U.S. Attorney’s Office, along with federal, state, and local law enforcement agencies, is committed to shutting down illegal pill trafficking and eliminating open-air drug markets in the region.
