Angelica Mendoza Rubio, Money Laundering Conspiracy, Wisconsin 2023

Madison, Wis. – The grimy details of a sophisticated international money laundering operation have come to a head as Angelica Mendoza Rubio, 49, a citizen of Mexico and certified accountant, was sentenced by U.S. District Judge Williams M. Conley to five years in federal prison for conspiring to commit concealment money laundering.

Mendoza Rubio pleaded guilty on May 9, 2025, admitting her involvement in the scheme that spanned from December 2020 to April 2021. The accountant used a complex web of money launderers and shell companies across the United States to convert bulk cash into Bitcoin, assisting criminal clients in moving funds out of the U.S.

In December 2020 alone, Mendoza Rubio and her co-conspirators laundered approximately $240,000 from a wire fraud scheme targeting a business in the Western District of Wisconsin. The judge at sentencing found that over $5.1 million was funneled through the laundering process over five months.

“Mendoza Rubio’s expertise as an accountant made her an invaluable asset to this money laundering scheme,” Judge Conley noted, emphasizing the sophisticated nature of the operations and the defendant’s role in it. The sentence reflects the severity of her crime and the significant harm caused by her actions.

Acting U.S. Attorney Chadwick M. Elgersma commended law enforcement for their diligent work in dismantling this criminal operation. “Mendoza Rubio’s arrest and conviction are a testament to the efforts of our agents who worked tirelessly to bring her to justice,” he said.

The investigation into Mendoza Rubio was spearheaded by Homeland Security Investigations and the Federal Bureau of Investigation, with assistance from the Diplomatic Security Service. Assistant U.S. Attorneys Meredith P. Duchemin and Louis Glinzak prosecuted the case.
