Mexican National Pleads Guilty to Illegal Reentry

MUSKOGEE, OKLAHOMA – Gustavo Olivares-Ramirez, also known as Rogelio Madrigal and Gustavo Ramirez Olivares, a 54-year-old Mexican national unlawfully present in Oklahoma, has entered a guilty plea to one count of Unlawful Reentry of Removed Alien. The charges carry a potential sentence of up to ten years imprisonment and a fine of $250,000.

Olivares-Ramirez’s crime stems from his presence in the United States on June 3, 2025, after having been removed from the country on November 12, 1997. His illegal return without obtaining express consent from the Secretary of Homeland Security forms the basis of this charge.

The investigation was a collaborative effort between the U.S. Department of Homeland Security’s Immigration and Customs Enforcement Division and the Heavener Police Department. This case is a significant component of Operation Take Back America, a nationwide initiative that leverages the full resources of the Department of Justice to combat illegal immigration, dismantle cartels and transnational criminal organizations (TCOs), and safeguard communities from violent crime.

Assistant U.S. Attorneys Dak T. Cohen and Jacob R. Parker represented the United States in this case. The Honorable D. Edward Snow, U.S. Magistrate Judge for the Eastern District of Oklahoma, has accepted Olivares-Ramirez’s plea and ordered a presentence investigation report to be completed.

After reviewing the U.S. Sentencing Guidelines and other statutory factors, a U.S. District Court Judge will determine the sentence to be imposed. In the meantime, Olivares-Ramirez remains in the custody of the United States Marshals Service. The case reflects the government’s commitment to enforcing immigration laws and protecting national security.
