Miami, FL – Wisly Toussaint, 36, a Miami-Dade resident, has been sentenced to 14 years in prison for orchestrating an identity theft tax refund fraud scheme. United States Attorney Wifredo A. Ferrer, along with FBI, IRS-CI, and ICE-HSI agents, announced the sentence.
Toussaint was convicted by a federal jury on charges including conspiracy to commit access device fraud, access device fraud, and five counts of aggravated identity theft. He exploited personal identifying information (PII) stolen from a mental health facility in Philadelphia, selling it to law enforcement cooperators in multiple meetings.
Evidence revealed that Toussaint obtained the PII through a partner in Sarasota, Florida. The scheme involved trafficking hundreds of identities, leading to $317,557 in restitution orders.
Assistant U.S. Attorney Frank R. Maderal prosecuted the case, with commendations from Mr. Ferrer for the joint investigative efforts of the FBI, IRS-CI, and ICE-HSI.
The sentence marks a significant victory against identity theft fraud in Florida. For more information on this case, visit the United States Attorney’s Office website.
