DETROIT — In a massive crackdown on health care fraud, six Michigan defendants faced federal charges for their alleged role in a scheme that siphoned over $2.75 billion from Medicare. United States Attorney Dawn N. Ison announced the charges, which are part of the Justice Department’s 2024 National Health Care Fraud Enforcement Action.
Attorney General Merrick B. Garland emphasized the government’s zero-tolerance stance on fraudsters, stating that those who profit from unlawful distribution of controlled substances will be held accountable. U.S. Attorney Ison echoed this commitment, emphasizing the protection of taxpayer funds and vulnerable community members.
The HHS-OIG Inspector General Christi A. Grimm praised the efforts of law enforcement partners, highlighting the importance of safeguarding Americans’ health, privacy, and financial well-being.
Today’s charges are part of a broader two-week nationwide operation that netted 147 defendants for over $2.5 billion in false billings. The defendants are accused of exploiting elderly and disabled care programs for personal gain, with the government seizing over $150 million in assets, including cash, luxury vehicles, gold, and more.
Specifically, Ibrahim Sammour, 63, and Bashier Sammour, 28, from Wayne County, Michigan, were charged with conspiracy to pay illegal kickbacks, health care fraud, and related offenses for their alleged scheme involving over $2 million in fraudulent Medicare claims. Yvette Hardy, 60, also of Wayne County, was charged with health care fraud for a scheme that defrauded over $3.4 million from Medicare.
The Eastern District of Michigan collaborated with the Department’s Criminal Division and law enforcement organizations like the HHS-OIG and FBI to investigate and prosecute these cases. The Sammours and Hardy are facing serious charges, with their prosecutions led by Trial Attorneys Shankar Ramamurthy and Jeff Crapko of the Midwest Strike Force.
