Luis Alberto Hernandez-Barajas, Conspiracy to Distribute Methamphetamine, Iowa 2021

Luis Alberto Hernandez-Barajas, a 42-year-old Moline, Illinois man and citizen of Mexico, has been sentenced to 188 months in federal prison for Conspiracy to Distribute 50 Grams or More of Methamphetamine. The sentence, handed down on Thursday, November 18, 2021 in Davenport, Iowa, comes after a federal investigation revealed Hernandez-Barajas orchestrated a drug trafficking ring from behind bars.

Despite being locked up in a federal Bureau of Prisons facility on a prior drug trafficking conviction, Hernandez-Barajas managed to obtain a cell phone and coordinate shipments of narcotics to the Quad Cities. He funneled six pounds of methamphetamine and half a pound of black tar heroin through co-defendant Christopher Hicks, who acted as the street distributor. The operation ran through the summer and fall of 2019 — all while Hernandez-Barajas was supposed to be under maximum security lockdown.

The method was as bold as it was bizarre: Hernandez-Barajas arranged for methamphetamine to be shipped inside hollowed-out candles, each packed with one pound of the drug. These deceptive packages were sent to Hicks for local distribution. In January 2020, the operation escalated when Hernandez-Barajas added black tar heroin to the supply chain, further fueling the region’s opioid crisis.

Federal authorities say Hernandez-Barajas used encrypted messaging and intermediaries to maintain contact with Hicks, demonstrating an alarming ability to manipulate prison communication loopholes. His continued criminal enterprise from within a federal facility has raised concerns about contraband cell phone access and internal security failures in the Bureau of Prisons.

Hernandez-Barajas pleaded guilty to the charge on July 14, 2021. In addition to his 188-month sentence, he was ordered to serve five years of supervised release and pay $100 to the Crime Victims’ Fund. Prosecutors emphasized that his actions showed a blatant disregard for the justice system and public safety.

United States Attorney Richard D. Westphal of the Southern District of Iowa announced the sentencing. The case was investigated by the Quad City Metropolitan Enforcement Group, a multi-agency task force targeting organized crime and narcotics trafficking in the region. Authorities say they continue to crack down on prison-based drug conspiracies, calling them a dangerous extension of street-level violence and addiction.
