A shocking case of deception and deceit has come to an end in the Central District of Illinois. Monica Adriana Zacatlan Ramirez, 20, of Urbana, and her alleged kidnapper, Eduardo Guerrero Cortez, 26, of Mexico, have been sentenced for their roles in a mall kidnapping hoax that shook the community in June 2014.

The hoax, which took place at Market Place Mall in Champaign, was orchestrated by Ramirez, who conspired with Cortez and Jarbey Emerson Reyes Villalobos, 19, of Champaign. The three defendants admitted that they provided law enforcement with false statements regarding the nature of Ramirez’s kidnapping, claiming it was a forceful act when, in reality, she voluntarily consented to be with Cortez to conceal her relationship from her disapproving family members.

According to court documents, Ramirez petitioned the circuit court in Champaign for an emergency order of protection against Cortez, only to call him and instruct him to pick her up from the mall, making it appear as though she was taken by force. Cortez then recruited Villalobos, armed with a knife, and another individual to assist in the hoax, which included fleeing the area and traveling from Illinois to Texas.

The investigation, led by the Champaign Police Department, the Federal Bureau of Investigation, and U.S. Immigration and Customs Enforcement Homeland Security Investigations, revealed the extent of the conspiracy and the defendants’ roles in it. Assistant U.S. Attorney Elly M. Peirson prosecuted the case, securing guilty pleas from Ramirez, Cortez, and Villalobos.

Ramirez was ordered to serve 18 months in federal prison, while Cortez received a 10-month sentence. Both defendants were also ordered to pay restitution in the amount of $45,374 to the Federal Bureau of Investigation, the Champaign Police Department, the Champaign Sheriff’s Office, and the Champaign County State’s Attorney’s Office for the time, resources, and expenses each agency spent investigating the hoax.

The sentences handed down to Ramirez and Cortez bring closure to a case that tested the patience and resources of law enforcement agencies. As Assistant U.S. Attorney Elly M. Peirson noted, the case highlights the importance of truthful cooperation with law enforcement and the consequences of deceiving them.
