PHILADELPHIA – A ruthless scheme to loot disaster relief funds has met its match as Jasmine Williams, 34, of Plymouth Meeting, Pennsylvania, stood before United States District Judge Kelley Brisbon Hodge, entering a guilty plea to her crimes. The charges, laid out in an indictment last April, paint a chilling portrait of fraud and greed.
Williams is accused of swindling the Federal Emergency Management Agency (FEMA) out of over $1.5 million in Hurricane Ida disaster benefits. According to court filings, Williams exploited the aftermath of the hurricane to defraud FEMA by enlisting others through social media promises of aid application assistance.
The defendant’s modus operandi was simple yet devastating: she submitted falsified documents to FEMA, including fake leases, landlord letters, utility bills, earning statements, and repair estimates. In return, she pocketed a cut of the fraudulent payouts. The government’s figures show that Williams’ deceit cost FEMA more than $1.5 million.
Williams was granted a major disaster declaration in September 2021 by President Joseph R. Biden, authorizing FEMA to aid residents affected by Hurricane Ida. But instead of aiding her fellow citizens, Williams used the crisis as an opportunity to enrich herself at their expense.
Scheduled for sentencing on January 12, 2026, Williams faces a grim future that reflects the consequences of her actions. This case was jointly investigated by the Department of Homeland Security Office of Inspector General and FEMA Fraud Prevention and Investigations, with Assistant United States Attorneys Ruth Mandelbaum and S. Chandler Harris prosecuting the case.
