Nancy Rockey, a 55-year-old resident of Harrisburg, Pennsylvania, has pleaded guilty to a wire fraud scheme that netted her $228,000 in unauthorized purchases on a credit card issued by Harrisburg Area Community College (HACC).
According to United States Attorney Peter J. Smith, Rockey was employed by HACC from 1980 until her resignation in February 2012. At the time of her resignation, Rockey was Vice-President of the Harrisburg campus and Vice-President of College and Community Development.
Rockey used the credit card to make online purchases of Target gift cards, which she then used to buy non-work-related items for herself, her family, and her friends. To conceal the unauthorized purchases, Rockey created bogus invoices and submitted them to the HACC Finance Office.
The investigation, led by the FBI and the Dauphin County Criminal Investigations Division, found that Rockey had purchased $228,000 worth of gift cards with her HACC credit card.
Rockey, who was charged in October 2013, is scheduled to be sentenced by U.S. District Court Chief Judge Christopher C. Conner after a finding of guilty. The maximum penalty under federal law is 20 years’ imprisonment, a term of supervised release following imprisonment, and a fine.
The sentence will be determined by the court after considering the nature, circumstances, and seriousness of the offense; the history and characteristics of the defendant; and the need to punish the defendant, protect the public, and provide for the defendant’s educational, vocational, and medical needs.
The case is being prosecuted by Assistant U.S. Attorney Joseph J. Terz, who will argue for a sentence that reflects the seriousness of the offense and the harm caused to HACC.
