Ronald Kyle Hartman, Child Pornography Production, Pennsylvania 2016

PITTSBURGH – Two Lawrence County men are facing life sentences after being indicted for a litany of sex crimes, including the trafficking and exploitation of a minor. Ronald Kyle Hartman, 27, and David Michael Monrean, 24, of New Castle, Pennsylvania, have been charged with production of child pornography and sex trafficking.

The Indictment states that on August 15, 2016, Hartman produced image files depicting the sexual exploitation of a minor. Over three days, from August 14 to August 16, 2016, Hartman and Monrean transported a minor across state lines for the purpose of engaging in illegal sexual activity.

Hartman and Monrean are also accused of conspiring to recruit a female minor under the age of 18 years for sex trafficking. The defendants are alleged to have financially benefited from this venture, despite being aware that the minor was not yet 18.

Under federal law, Hartman faces life imprisonment, a fine of $1,000,000, and a term of supervised release. Monrean could also receive a life sentence with fines totaling $750,000. Assistant United States Attorney Jessica Lieber Smolar is handling the prosecution on behalf of the government.

The investigation was conducted by the Federal Bureau of Investigation and the Grove City Police Department. This case is part of Project Safe Childhood, a DOJ initiative to combat child sexual exploitation.
