PORTLAND, Ore.—A chilling case of child sex abuse and exploitation has come to light in Oregon, with a 41-year-old man, Noah Madrano, facing federal charges for his heinous crimes.
According to court documents, Madrano met a Canadian child online and began to sexually exploit her, videorecording his abuse and traveling to Canada to meet her in person. He then abducted the child from outside her school, took her to a hotel room, and continued to abuse her for several days.
Madrano’s crimes continued even after he returned to the United States, where he was eventually arrested by special agents from the FBI’s Child Exploitation Task Force (CETF) and officers from the Oregon City Police Department. The child was taken into protective custody and returned to her parents in Canada.
Madrano, who remains in custody, will face a five-day jury trial beginning on December 13, 2022. If convicted, he faces a maximum sentence of life in federal prison with a 15-year mandatory minimum.
The FBI’s CETF conducted the investigation with assistance from the Oregon City Police Department and the Royal Canadian Mounted Police. Madrano’s federal case is being prosecuted by Mira Chernick, Assistant U.S. Attorney for the District of Oregon, and his state case is being prosecuted by Adrienne Chin-Perez, Deputy District Attorney for the Clackamas County District Attorney’s Office.
An indictment is only an accusation of a crime, and a defendant is presumed innocent unless and until proven guilty.
This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat child sexual exploitation and abuse.
