RAPID CITY, SD – A Mexican national is headed to federal prison for nearly two decades after being convicted of funneling massive amounts of methamphetamine into South Dakota. Noel Rivera, 44, of Obregon, Mexico, received a 17.5-year sentence from U.S. District Judge Jeffrey L. Viken on December 15, 2022, following a guilty plea entered in April.
Rivera wasn’t a street-level dealer. Court documents reveal he was a key coordinator for a drug trafficking organization responsible for moving large quantities of methamphetamine from Arizona and other states into the Rapid City area. He didn’t just move the drugs; he oversaw the storage and distribution network once the shipments hit South Dakota soil. The operation spanned over a year before law enforcement moved in.
The bust, conducted in August 2021, was a haul. Agents executing search warrants on multiple locations tied to Rivera and his crew uncovered over 70 pounds of methamphetamine, alongside multiple pounds of heroin and cocaine. The stash also included thousands of deadly fentanyl pills and approximately $144,000 in cash. Thirteen firearms were also seized, suggesting the organization was prepared to defend its operation with force.
The investigation was a multi-agency effort led by the Unified Narcotics Enforcement Team (UNET), comprised of officers from the Pennington County Sheriff’s Office, Rapid City Police Department, South Dakota Division of Criminal Investigation, South Dakota Highway Patrol, and the South Dakota National Guard, with support from the Drug Enforcement Agency and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). Assistant U.S. Attorney Gina Nelson secured the conviction and sentencing.
Rivera isn’t the only one facing consequences. One co-conspirator has already pleaded guilty to Conspiracy to Distribute a Controlled Substance and awaits sentencing. Another remains in custody, awaiting trial. The U.S. Marshals Service immediately took Rivera into custody following the sentencing, where he will begin serving his lengthy prison term.
This case highlights the ongoing struggle to stem the flow of illicit drugs into South Dakota and the dedication of federal and local agencies to dismantle these criminal networks. The sentence handed down to Rivera sends a clear message: those who profit from poisoning communities will face significant federal penalties. The investigation continues as authorities work to bring all involved parties to justice.
