Letitia James, Facilitating Billions of Illegal Robocalls, New York 2023

NEW YORK – The relentless barrage of robocalls preying on vulnerable citizens hasn’t gone unnoticed. New York Attorney General Letitia James, alongside a bipartisan coalition of 49 other state AGs, fired a warning shot today at 37 voice service providers allegedly facilitating billions of illegal and fraudulent robocalls nationwide. The investigation reveals these companies aren’t just passively allowing the calls – they’re actively routing them, pocketing profits while scammers fleece unsuspecting Americans.

The multi-state probe uncovered a network of companies deliberately ignoring safeguards designed to curb the robocall epidemic. Many of these calls impersonate legitimate entities – utility companies, financial institutions, even Medicare and Amazon – designed to trick individuals into divulging personal information or sending money. The sheer scale of the fraud is staggering. In 2023 alone, consumers lost over $1.2 billion to scams initiated through robocalls and text messages, according to data from the Federal Trade Commission (FTC).

Attorney General James didn’t mince words. “New Yorkers are sick and tired of robocalls from scammers who are trying to steal their money or private personal information,” she stated. “Together with a bipartisan coalition of attorneys general, my office sent warnings to 37 telecommunications companies demanding that they immediately stop enabling these fraudulent calls. My office will continue to work together with our partners to address the nuisance of robocalls and protect people from scammers.” The AGs are demanding immediate cessation of routing illegal calls, citing blatant disregard for FCC regulations.

The 37 companies targeted have either failed to comply with FCC traceback requests – the process of identifying the origin of illegal calls – or haven’t registered in the FCC’s Robocall Mitigation Databases. Some haven’t even bothered to submit a plan outlining how they’ll combat illegal robocalls on their networks. This willful negligence allows robocallers to operate with impunity, passing calls from one provider to another until they reach their victims. The task force is also turning up the heat on 99 downstream providers, warning them they’re currently doing business with these “bad actors.”

The list of companies receiving warning letters includes: Advantage Investors LLC, Alpha Stream, Ananya Traders LLC, Ariyan Khan, BBT Voice Private Limited, Belthrough, BPO VoIP, Collection 3 LLC, Communications and Telephone Systems Co., Dial Vista Corp., DigitalOcean LLC, Dtel Network LLC, End Zone Financial Services, EON Telecom, Inc., Family Communication, Inc., Fiber Flux VOIP, First Tele Communications, Inc., Flow VOIP LLC, Globe Tech Solutions, Higher Response Marketing, Inc., HK KwaiFong Group Limited, Infinity SIP LLC, Lexico Telecom LTD/Lextel LTD, Mexico IP Phones LLC, Nexusphere VOIP LLC, Pleedex LLC, Quantum Link VOIP LLC, Ringnition, SK Teleco LLC, SkyPulse VOIP, Stacy Newsome LNCC LCC, Telnextrix LLC, Terra Voip, TheVisionConnect, Tiera Enterprises LLC, Voip Torque, Whisl Telecom LLC/Telconus/Telcon US/Telcon Voice.

This action is the latest salvo in the ongoing war against robocalls. The Anti-Robocall Litigation Task Force, led by North Carolina Attorney General Jeff Jackson, Indiana Attorney General Todd Rokita, and Ohio Attorney General Dave Yost, was formed in 2022 to investigate and prosecute companies fueling the robocall epidemic. Earlier this year, Attorney General James and a coalition of AGs sent notice letters to nine other phone providers for potential robocall violations, demonstrating a sustained commitment to protecting citizens from this pervasive form of fraud.
