Geoffrey Donald Rickner, 48, of Aliso Viejo, plowed his Mercedes-Benz into a U.S. Customs and Border Protection officer in a deliberate, high-speed attack at the Chet Holifield Federal Building in Laguna Niguel on March 3, 2016. The assault, carried out in broad daylight, left Security Specialist Jose Gutierrez with life-threatening injuries—and Rickner now admits he did it.
Rickner pleaded guilty this morning in federal court to one count of assault on a federal employee using a dangerous and deadly weapon, resulting in bodily injury. The felony charge carries a statutory maximum of 20 years in prison. He entered his plea before U.S. District Judge James V. Selna, who set sentencing for October 7.
The vehicle struck Gutierrez as he crossed in a clearly marked crosswalk, wearing his official federal identification. The impact was so violent the Mercedes tore through a metal garage door and slammed into a concrete wall inside the building. Gutierrez suffered head trauma, broken ribs, internal bleeding, and catastrophic leg damage. He spent nearly three weeks in the hospital and endures lasting physical pain and impairment.
Leading up to the attack, Rickner had been acting erratically on the federal compound. Security personnel detained him earlier that day after noting suspicious behavior. During that encounter, Rickner made statements about owing money to the Internal Revenue Service—remarks now seen as a possible motive, though prosecutors have not formally tied the assault to tax grievances.
The FBI and the U.S. Treasury Inspector General for Tax Administration are leading the investigation into the attack, a rare and brazen assault on federal personnel within a secured government facility. The Chet Holifield Building, known locally as the Ziggurat, houses multiple federal agencies and is considered a sensitive federal enclave.
Assistant United States Attorney Robert J. Keenan is prosecuting the case out of the Santa Ana Branch Office. Rickner remains in custody pending sentencing, where the court will weigh the severity of the attack, the permanent harm inflicted on Gutierrez, and any potential mitigating factors before delivering judgment.
