WIRE FRAUD IN IOWA: Osman Rashid Jama’s Scheme Leaves Trail of Deceit

Des Moines, Iowa – In a shocking case of deceit, Osman Rashid Jama, a 39-year-old resident of Des Moines, was sentenced to 15 months in prison for conspiracy to commit wire fraud. This brazen scheme left the community reeling, as Jama and his associates brazenly defrauded the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) and the Supplemental Nutrition Assistance Program (SNAP).

According to court documents, Jama’s nefarious activities spanned at least January 2017 through April 2019. As the owner and operator of the MidCity Halal Food Market Inc., d/b/a International Food Market (International), Jama and his cohorts scanned SNAP and WIC recipients’ EBT cards at his store. Instead of providing the recipients with the approved items, they gave them non-approved items, store credit, and cash.

Jama’s scheme was not limited to just giving out non-approved items. He also used SNAP recipients’ EBT cards to purchase items to stock his store, further lining his pockets with ill-gotten gains. The sheer scale of his deception is staggering – Jama defrauded the programs a total of $1,445,460.47.

Acting United States Attorney Richard D. Westphal made the announcement, highlighting the severity of Jama’s crimes. The Federal Bureau of Investigation and United States Department of Agriculture – Office of Inspector General investigated the case, bringing Jama to justice.

The sentence handed down to Jama serves as a stark reminder of the consequences of defrauding government programs. His 15-month prison term is a testament to the dedication of law enforcement agencies in rooting out corruption and ensuring that those who abuse the system are held accountable.
