A Fairfax man has been sentenced to a decade in prison for his role in a PCP trafficking operation that spanned nearly eight years and multiple states, including Virginia and California.
Otis Chevalier, 46, was convicted of conspiracy to distribute Phencyclidine (PCP) and distribution of PCP, charges stemming from a multi-agency investigation that uncovered a kilogram-level PCP trafficking ring.
Chevalier, a father of two, used a complex network of fake names and addresses to evade law enforcement, including the alias Delone Jones, which he used to avoid detection after fleeing arrest in 2017.
According to court documents, Chevalier shipped PCP-laden packages through the mail from California to Virginia and elsewhere, often using the residences of his children’s mothers to receive the packages. He then redistributed the PCP, using a storage unit in Upper Marlboro, Maryland, to store, prepare, and repackage the drug.
Chevalier was eventually caught in August 2024, after nearly eight years as a fugitive. His arrest came after law enforcement searched his storage unit and seized multiple containers holding two to three gallons of PCP, as well as material used to prepare and process the drug.
Chevalier’s sentencing comes after a lengthy investigation involving multiple agencies, including the U.S. Postal Inspection Service, the Drug Enforcement Administration, and the Fairfax County Police Department.
Assistant U.S. Attorney Heather D. Call prosecuted the case, which was announced by U.S. Attorney Erik S. Siebert for the Eastern District of Virginia.
