Cedar Rapids, IA – A Pennsylvania man has admitted to orchestrating a massive COVID-19 pandemic loan scheme that defrauded the government of at least $250,000 in Paycheck Protection Program (PPP) loans.
Alhaji Kundu Aly, 35, from Chester, Pennsylvania, pleaded guilty on June 14, 2024, to one count of wire fraud in federal court in Cedar Rapids. According to court documents, Aly and his associates targeted individuals across the Northern District of Iowa and beyond, recruiting them to apply for PPP loans they were not eligible for in exchange for a fee.
The fraudulent scheme involved submitting false, fraudulent, and fictitious documents and statements to lending institutions. After securing the fraudulent loans, Aly demanded a portion of the funds from the borrowers, sometimes traveling to Iowa for in-person payment demands.
Under his plea agreement, Aly admitted responsibility for no less than $250,000 in losses based on at least 21 fraudulent PPP loans. The Attorney General established the COVID-19 Fraud Enforcement Task Force in May 2021 to combat such fraud and protect relief programs.
The Task Force has been instrumental in investigating and prosecuting individuals like Aly, who have exploited pandemic-related aid for personal gain. Those with information about attempted COVID-19 fraud can report it by calling the Department of Justice’s National Center for Disaster Fraud Hotline at 866-720-5721 or through an online complaint form.
Aly faces a possible maximum sentence of 20 years’ imprisonment, a $250,000 fine, and three years of supervised release. Assistant United States Attorney Timothy L. Vavricek is prosecuting the case, which was investigated by the Small Business Administration, Office of Inspector General, and the Federal Bureau of Investigation.
