Pablo Colon-Rolon, Racketeering, Conspiracy, Narcotics Trafficking, Puerto Rico 2022

A stunning blow to the Puerto Rican underworld, federal authorities have charged 13 individuals with RICO offenses in a massive operation that exposes the dark underbelly of organized crime on the island.

At the center of the storm is Pablo Colon-Rolon, a 35-year-old from San Juan, who faces a laundry list of charges that include racketeering, conspiracy, and narcotics trafficking.

The indictment, unsealed in the U.S. District Court for the District of Puerto Rico, paints a picture of a complex web of corruption and deceit that reaches the highest echelons of power. Colon-Rolon, along with co-defendants Enmanuel Matos-Matos, Carlos Marrero-Vazquez, and Carlos Castro-Lecumberri, allegedly conspired to traffic large quantities of narcotics, including cocaine and heroin, across the island.

The charges also include extortion, bribery, and money laundering, as well as the use of violence and intimidation to maintain control over the lucrative narcotics trade. Colon-Rolon, who is being held without bail, faces up to 20 years in prison if convicted.

The operation, dubbed ‘Operation Blackout,’ is the result of a year-long investigation by federal authorities, including the FBI, DEA, and U.S. Customs and Border Protection. The probe, which involved wiretaps, surveillance, and undercover operations, has resulted in the arrest of 13 individuals, including Colon-Rolon and several high-ranking members of the island’s notorious gangs.

As the investigation continues to unravel, one thing is clear: the Puerto Rican underworld is in crisis. The charges against Colon-Rolon and his co-defendants mark a significant victory for federal authorities, who have long been battling the island’s entrenched organized crime syndicates.
