SEATTLE, WA – Two Western Washington men with disturbing histories of sexual offenses have admitted to possessing child pornography, according to a Department of Justice announcement. CHARLES GLENN PERKINS, 53, of Burien, and CONOR RYAN KELLY BRODERICK, 29, of Anacortes, both pleaded guilty in U.S. District Court in Seattle, adding to their already checkered pasts.
The case against BRODERICK unraveled after an Anacortes Police Department investigation into stalking complaints. Two women reported that BRODERICK threatened to post nude images of them online unless they complied with his demands for more pictures. While jailed on these charges, BRODERICK attempted to cover his tracks by instructing an acquaintance to remove a memory card from his computer. Investigators, monitoring jail calls, quickly secured a warrant. The memory card, along with other storage devices, yielded over 100 images of child pornography. The depravity didn’t stop there; while out on bail, BRODERICK engaged in “sexting” with a 14-year-old girl in Kentucky. BRODERICK already carries the weight of prior convictions: Rape of a Child in the Third Degree (three counts) and Dealing in Depictions of Minors Engaged in Sexually Explicit Activity (two counts), both in Skagit County from 2007. He now faces a mandatory minimum of ten years behind bars.
PERKINS’s downfall began at the Canadian border on December 29, 2012. Denied entry due to his prior sex offense convictions, his laptop was flagged for screening. Agents discovered two images of nude children, triggering a full investigation. A search of his Burien residence by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations revealed a digital hoard of depravity – approximately 610 images and 10 videos of minors engaged in sexually explicit conduct. PERKINS is a registered sex offender in Washington State, previously convicted of child molestation offenses in Kitsap County in 1987 and 1990. His extensive criminal history now carries a mandatory minimum sentence of fifteen years.
Both cases are part of “Project Safe Childhood,” a nationwide initiative launched in 2006 by the Department of Justice, aimed at combating the escalating epidemic of child sexual exploitation and abuse. The program leverages the resources of federal, state, and local agencies to identify, apprehend, and prosecute predators who exploit children online and to rescue victims. The program’s goal is simple: to protect the most vulnerable amongst us.
Assistant United States Attorney Jerrod Patterson is leading the prosecution in both cases, also serving as the Project Safe Childhood coordinator for the U.S. Attorney’s Office. The investigation was a collaborative effort, with key contributions from U.S. Immigration and Customs Enforcement’s Homeland Security Investigations and the Anacortes Police Department. Both men remain in custody, awaiting sentencing on September 12, 2013, before U.S. District Judges Ricardo S. Martinez (PERKINS) and Thomas S. Zilly (BRODERICK).
