Oklahoma Inmate Pleads Guilty to Conspiracy to Assault Fellow Inmate
A federal indictment has revealed that Phillip Oliver, a 46-year-old inmate at the Muskogee County Jail in Muskogee, Oklahoma, pleaded guilty to conspiring with a jailer to assault a fellow inmate on October 6, 2011.
According to the indictment, Oliver conspired with a jailer on duty to use physical violence to punish the victim, a fellow inmate, because the victim was making verbal comments. The jailer assured Oliver that he would cover for him, and Oliver punched the victim in the face while the victim was restrained in a separate cell.
The case is being investigated by the Muskogee Resident Agency of the Oklahoma City Division of the FBI and is being prosecuted by Assistant U.S. Attorney Ryan M. Roberts for the Eastern District of Oklahoma and Trial Attorney Fara Gold of the U.S. Attorney’s Office for the Eastern District of Oklahoma.
Oliver faces up to five years in prison and a sentencing date has not been set.
Assistant Attorney General Thomas E. Perez stated, ‘Violence for the purpose of punishment is a clear violation of the law and will not be tolerated.’ He added, ‘The Justice Department will continue to vigorously prosecute anyone who violates federal criminal civil rights laws.’
The case remains under investigation and more information is expected to be released as it becomes available.
