PHILADELPHIA, PA – A Philadelphia man learned a harsh lesson in street justice today, sentenced to a decade behind bars for his role in a brutal armed carjacking. Kysime Brown, 21, received 120 months in prison, five years of supervised release, and a hefty $42,909 in restitution order from United States District Judge Paul S. Diamond. The sentence comes after Brown pleaded guilty in March 2024 to carjacking and brandishing a firearm during a crime of violence.
The crime unfolded in the early hours of July 11, 2023, near a Northeast Philadelphia home. Brown, along with two accomplices, targeted a 26-year-old man who had just parked his vehicle. Court documents detail a terrifying scene: Brown and his crew leveled semiautomatic pistols at the victim at point-blank range. It didn’t stop there. The carjackers proceeded to pistol-whip the man, relieving him of his cell phone before speeding off in his Dodge Charger.
Philadelphia Police weren’t far behind. Officers quickly located the stolen Charger and initiated a pursuit. The chase ended violently when Brown and his codefendants crashed into another vehicle and slammed into a pole on Castor Avenue. The Charger burst into flames, a smoldering wreck of their failed getaway. All three carjackers were apprehended at the scene, ending a reckless flight from justice.
This wasn’t a solo operation. Brown’s co-defendants, Emmanuel Sia and Leevah Mills, have also faced the consequences of their actions. Mills was already sentenced in September to over 11 years in prison. Sia is slated to receive his sentence on October 16. The coordinated nature of the crime points to a calculated attempt to terrorize and steal, and the lengthy sentences reflect the severity of their actions.
The investigation was a collaborative effort between the Philadelphia Police Department and the FBI. Assistant United States Attorney Thomas M. Zaleski prosecuted the case, ensuring that Brown and his crew were held accountable for their violent crime. The Department of Justice, under United States Attorney David Metcalf, made it clear that armed carjacking will not be tolerated in the City of Brotherly Love.
