JOHNSTOWN, Pa. – Mikal Davis, 47, of Philadelphia, is facing 15 years in federal prison after being sentenced for orchestrating a massive drug trafficking ring that flooded Western Pennsylvania with heroin, cocaine, crack, fentanyl, and methamphetamine. The sentence, handed down by United States District Judge Marilyn J. Horan, includes five years of supervised release following incarceration. Acting United States Attorney Troy Rivetti announced the conviction today, marking a significant blow to a dangerous criminal enterprise.
The investigation, spanning from April 2019 to July 2021, revealed Davis as the central figure in a conspiracy to distribute staggering amounts of narcotics. Court documents show Davis conspired to distribute at least one kilogram of heroin, five kilograms of cocaine, 400 grams of fentanyl, and substantial quantities of both crack and methamphetamine – 500 grams and 50 grams respectively. Davis wasn’t just a middleman; he led the operation, coordinating shipments and distribution throughout Philadelphia and Johnstown.
Federal wiretaps caught Davis in the act, intercepting communications as he procured drug quantities and directed their flow to lower-level distributors. He frequently traveled between Philadelphia and Johnstown, moving shipments to “stash houses” scattered across the Western District of Pennsylvania. The operation wasn’t limited to regional sources. Davis even arranged for drug parcels to be shipped from California, rerouting them through Johnstown to further obscure the source and expand his reach.
The scope of Davis’s operation is chilling. In the Philadelphia area alone, he sourced over 2,000 grams of heroin and fentanyl, and more than 5,000 grams of cocaine, directly from a New Jersey supplier. This wasn’t some small-time hustle; this was a wholesale operation designed to maximize profit at the expense of public safety. The sheer volume of drugs funneled through Davis’s network points to a significant impact on communities throughout the region.
Assistant United States Attorney Maureen Sheehan-Balchon skillfully prosecuted the case, building a solid case against Davis. Rivetti lauded the collaborative efforts of the Federal Bureau of Investigation’s Laurel Highlands Resident Agency and Homeland Security Investigations, which spearheaded the investigation. Support also came from a wide array of agencies including the Bureau of Alcohol, Tobacco, Firearms and Explosives, Internal Revenue Service–Criminal Investigation, United States Postal Inspection Service, Pennsylvania Office of Attorney General, Pennsylvania State Police, and multiple county and local police departments.
This case was prosecuted as part of the Organized Crime Drug Enforcement Task Forces (OCDETF) program, a multi-agency initiative designed to dismantle the most dangerous drug trafficking organizations. OCDETF utilizes a prosecutor-led, intelligence-driven approach, leveraging the combined resources of federal, state, and local law enforcement to target and eliminate criminal networks. Davis’s 15-year sentence sends a clear message: those who profit from poisoning our communities will be held accountable.
