Phoutasone Champanine, Conspiracy to Possess Methamphetamine, Illinois 2023

URBANA, IL – Phoutasone Champanine, 37, of Urbana, Illinois, will spend the next 27 years in federal prison after being convicted of running a significant methamphetamine operation. U.S. District Judge Colin S. Bruce handed down the sentence Friday, bringing a harsh end to a case that exposed a dangerous drug pipeline within the Champaign County area.

Champanine was found guilty of conspiracy to possess fifty grams or more of methamphetamine with intent to distribute, maintaining a drug-involved premises, and possessing a firearm as a felon – charges stemming from a coordinated operation by the Champaign County Street Crimes Task Force. The bust yielded a staggering eight pounds of methamphetamine found directly on Champanine during his arrest. Authorities also discovered additional methamphetamine and multiple firearms at locations connected to the conspiracy.

The sentencing took into account not just the drugs seized at the time of arrest, but also the broader scope of Champanine’s criminal activity, as determined by the government. Judge Bruce factored in this “relevant conduct” when calculating the advisory sentencing guidelines, ultimately landing on the lengthy 27-year term. The maximum penalties for the combined charges could have reached life in prison and millions in fines.

The investigation was a collaborative effort, bringing together officers from the Champaign County Sheriff’s Office, Champaign Police Department, Urbana Police Department, and the University of Illinois Police Department. The FBI, DEA, and Bureau of Alcohol, Tobacco, Firearms and Explosives also provided crucial assistance. Assistant U.S. Attorneys Timothy Sullivan and William J. Lynch successfully prosecuted the case, presenting evidence that solidified Champanine’s guilt.

Federal officials are framing Champanine’s conviction as a win for Project Safe Neighborhoods (PSN), a Justice Department program focused on reducing violent crime and gun violence. The program emphasizes community partnerships and strategic enforcement, aiming to create safer neighborhoods. The Department of Justice launched a renewed focus on PSN in 2021, prioritizing trust-building with communities and data-driven results.

Champanine will also serve an additional five years of supervised release following his prison term. The case serves as a stark warning to those involved in the illicit drug trade in Central Illinois: federal authorities are actively targeting large-scale operations and will pursue maximum penalties for those caught trafficking dangerous substances and illegally possessing firearms.
