Portland Drug Kingpin Rocky Rainwater Sentenced for Illegal Firearm

PORTLAND, Ore. — Rocky Allan Rainwater, a 25-year-old Portland drug kingpin, was sentenced to 72 months in federal prison for illegal firearm possession during his criminal enterprise.

Rainwater’s sentence also includes three years of supervised release following his incarceration. Court documents reveal that the defendant used encrypted messaging service Telegram to peddle a variety of illegal narcotics, including cocaine and psilocybin mushrooms, to both minors and adults in the Portland area.

Investigators with the FBI and Clackamas County Interagency Task Force (CCITF) swooped in after learning Rainwater was selling drugs online using the username ‘smokeyinpdx’. On March 22, 2024, a controlled buy of cocaine led to Rainwater’s arrest. A loaded .22 caliber pistol, along with other drug paraphernalia and cash, were seized at the scene.

Further investigation into Rainwater’s residence uncovered additional drugs, ammunition, and a money ledger, solidifying his role as a significant player in the local drug trade. Rainwater was formally charged on March 23, 2024, with distributing and possessing controlled substances, as well as possession of a firearm in furtherance of a drug trafficking crime.

Pleading guilty to the charges on February 7, 2025, Rainwater’s sentence reflects the severity of his actions. The FBI and CCITF collaborated on this case, which was prosecuted by Assistant U.S. Attorney Scott M. Kerin for the District of Oregon. Supported by the Oregon-Idaho High Intensity Drug Trafficking Area (HIDTA) program, a counterdrug grant initiative sponsored by the Office of National Drug Control Policy (ONDCP), the investigation and prosecution were a testament to multi-agency cooperation.
