PORTLAND, Ore. – Three Honduran men, all unlawfully residing in Oregon, found themselves facing federal charges this week after a coordinated law enforcement operation snared them trafficking fentanyl in the heart of downtown Portland. The arrests occurred last Thursday, coinciding with National Fentanyl Prevention and Awareness Day – a grim irony lost on no one involved.
Antoni Yahir Pavon-Rosales, 18, Cristian Ravolales, 27, and Kevin Concepcion Ramos-Espinoza, 34, all made their initial appearances in federal court on Monday, charged with various fentanyl-related offenses. Pavon-Rosales is facing a charge of possession with intent to distribute fentanyl. Ravolales and Ramos-Espinoza are both charged with distribution and possession with intent to distribute fentanyl.
The bust, a joint effort by the Federal Bureau of Investigation (FBI), Portland Police Bureau (PPB) Central Neighborhood Response Team (NRT) and Bike Squad, PPB Narcotics and Organized Crime Unit (NOC), the Clackamas County Interagency Task Force (CCITF), and the United States Attorney’s Office (USAO), unfolded on August 21, 2025. Investigators observed Pavon-Rosales attempting to peddle the deadly opioid, leading to his arrest and the seizure of 22.5 grams of fentanyl, along with $795 in cash. Ravolales was apprehended after being observed engaging in drug trafficking, with officers recovering 45.9 grams of fentanyl and $579. Ramos-Espinoza, already facing pending charges in Multnomah County, was observed making multiple drug deals; authorities seized 14.7 grams of fentanyl and a hefty $2,461.
All three defendants were ordered detained pending further court proceedings. Arraignments are scheduled for September 24, 2025. The CCITF, a multi-agency task force supported by the Oregon-Idaho High Intensity Drug Trafficking Area Program (HIDTA), played a crucial role in the operation. HIDTA provides funding and coordination for drug enforcement initiatives across the region.
