January 8, 1921, marked a dark day for those who thought they could game the system and get rich off the backs of Americans. In New York, a massive operation to uncover the whiskey frauds that had been plaguing the city for months was underway. Elmer L. Irey, chief of the intelligence service of the Internal Revenue Bureau, had arrived in the city to confer with Hugh McQuillan, head of the New York branch of the service. Their mission was to get to the bottom of the gigantic scheme by which the operation of the Volstead act had been ‘accompanied from the beginning’.
