Local Man Pleads Guilty to Tax Conspiracy

A Louisiana man has been brought to justice after pleading guilty to conspiracy to defraud the IRS.

Randall Lackey, a resident of Jefferson Parish, Louisiana, admitted to concealing his income and that of others from the Internal Revenue Service.

Lackey worked for two commercial construction companies, SES Construction Consulting Group (SES) and Global Technical Solutions (GTS), from 2011 to April 2018. During this time, he had his wages paid to R&O Renovations and Reconstructions (R&O), a company he owned.

Lackey failed to file corporate income tax returns for R&O and personal income tax returns with the IRS for the tax years 2012 through 2017.

His co-conspirators furthered the scheme by classifying him as a contractor rather than an employee, allowing him to avoid paying taxes on his wages. Additionally, the group hired workers without proper documentation and paid them in cash, evading taxes and employment costs.

Lackey faces a maximum penalty of five years in prison and is scheduled to be sentenced on March 16, 2022. He also faces a period of supervised release, restitution, and monetary penalties.

A federal district court judge will determine his sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

Other members of the conspiracy, including Randy Farrell, Mathew Reck, Dawn Farrell Ruiz, and David Farrell, have previously pleaded guilty to conspiracy to defraud the IRS.

IRS-Criminal Investigation is leading the investigation into the case. Trial Attorneys William Montague and Parker Tobin of the Justice Department’s Tax Division and Assistant U.S. Attorney Nicholas Moses of the Eastern District of Louisiana are prosecuting the case.
