Raphiel Kuntu, Conspiracy to Distribute Methamphetamine and Fentanyl, Wisconsin 2023

La Crosse, WI – Raphiel Kuntu, 31, of La Crosse, Wisconsin, is headed to federal prison for twelve years after admitting to flooding the streets with methamphetamine and fentanyl. Chief U.S. District Judge James D. Peterson handed down the sentence Wednesday, following Kuntu’s guilty plea in April to conspiracy to distribute and possess with intent to distribute over 500 grams of methamphetamine and 400 grams of fentanyl.

The bust began back in January of 2022 when the La Crosse Police Department started investigating Kuntu and his accomplice, Paige Roberts. Undercover work quickly revealed a dangerous operation. Detectives utilized a confidential informant who successfully purchased both methamphetamine and fentanyl directly from Kuntu on two separate occasions. The operation wasn’t small-time; it was a full-blown drug distribution network.

Things escalated rapidly in April 2022 when police raided the residence Kuntu shared with Roberts. Inside, authorities discovered a shocking stash: roughly 21 pounds of methamphetamine and 2.5 pounds of fentanyl. Alongside the massive drug haul, officers also recovered other controlled substances and, adding insult to injury, a loaded firearm. Kuntu, already a convicted felon, was illegally possessing the weapon due to prior convictions for armed robbery and heroin distribution.

The investigation didn’t stop with the physical evidence. A forensic examination of Kuntu’s and Roberts’ cellphones painted a clear picture. The data revealed Roberts wasn’t just passively living with Kuntu – she was actively involved in and aware of his drug dealing, assisting him in the operation. Roberts, 31, pleaded guilty to the same conspiracy charge on May 11th and is scheduled to be sentenced by Judge Peterson on September 19th.

Judge Peterson didn’t mince words at sentencing, stating that the sheer volume of drugs Kuntu was dealing necessitated a significant prison term. He emphasized the damaging impact Kuntu’s actions had on the community, describing the operation as “degrading to the community at large.” The case was a joint effort between the La Crosse Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

Assistant U.S. Attorney Taylor L. Kraus led the prosecution, securing the twelve-year sentence for Kuntu and continuing to pursue justice in the case of his co-defendant, Paige Roberts. The investigation serves as a grim reminder of the ongoing struggle against the influx of deadly drugs into Wisconsin communities and the lengths authorities will go to dismantle these operations. Kuntu will also face a five-year term of supervised release following his prison sentence.
