A 62-year-old Tallahassee man, Ray Eugene Collins, was convicted today on federal charges of receipt, distribution, and possession of child pornography. The verdict, delivered in the Northern District of Florida, marks the end of a years-long investigation into Collins’ digital exploitation of children.
Authorities say Collins used peer-to-peer file-sharing networks to trade and collect graphic child sexual abuse material. In January 2014, investigators identified a computer tied directly to Collins actively distributing illegal files. Forensic analysis of his laptop and external hard drive uncovered dozens of videos and images of child pornography downloaded between October 2013 and January 2014.
The case was pursued by Assistant United States Attorney Jason S. Beaton, who presented evidence showing Collins not only possessed the material but shared it across decentralized networks, amplifying the harm. Each act of distribution re-victimizes children and fuels an underground market built on abuse.
Collins now faces a mandatory minimum of five years in federal prison and up to 20 years behind bars. His sentencing is set for January 11, 2017, at 11:00 a.m. at the United States Courthouse in Tallahassee. Federal prosecutors are expected to seek the maximum penalty under the law.
The investigation was a joint effort between U.S. Immigration and Customs Enforcement’s Homeland Security Investigations and the Leon County Sheriff’s Office. Their collaboration underscores the growing priority placed on tracking down offenders who exploit technology to hide in plain sight.
