Former Department of Defense civilian Gerald Leon Ray III faces a one-year, eight-month sentence for his brutal assault on a U.S. military member near Osan Air Base in Korea.
In a shocking turn of events, the 27-year-old Lathrop native intentionally struck the soldier in the face, causing him to fall and suffer grave injuries. The assault left the victim with a broken jaw, brain hemorrhage, and ongoing physical and mental health issues that could have been fatal without immediate medical intervention.
According to court documents, Ray, who was employed by the Defense Commissary Agency at Osan Air Base, was charged under the Military Extraterritorial Jurisdiction Act (MEJA), which extends U.S. jurisdiction over certain offenses committed abroad by civilian employees of the Armed Forces. Ray pleaded guilty on March 21 in the Eastern District of California to assault resulting in serious bodily injury.
The investigation into this heinous crime was a joint effort between the U.S. Air Force Office of Special Investigations, the FBI Sacramento Field Office, and other federal agencies, including the U.S. Army’s Criminal Investigation Division and the U.S. Marshals Service.
Prosecuting the case were Trial Attorney Marie Zisa of the Criminal Division’s Human Rights and Special Prosecutions Section and Assistant U.S. Attorney Heiko P. Coppola for the Eastern District of California.
This sentence serves as a stark reminder of the consequences faced by those who harm our service members, regardless of location, and it underscores the commitment of federal law enforcement to protecting our troops abroad.
