ROCHESTER, NY – Raymond G. Girard, 34, is facing federal charges after authorities discovered live and spent ammunition at his Rochester residence. The arrest comes amidst an ongoing investigation into a disturbing death threat Girard allegedly made against a Monroe County politician earlier this month.
According to court documents, Girard was taken into custody on January 14th as he left his home on Hudson Avenue. A subsequent search warrant uncovered the ammunition, a clear violation of federal law given his criminal history. In June 2016, Girard was convicted in Monroe County Court of Attempted Criminal Possession of a Weapon 2nd, automatically disqualifying him from possessing any ammunition.
This isn’t a standalone case. The Monroe County Sheriff’s Office and New York State Police were already building a case against Girard related to the alleged terroristic threat against the unnamed politician. They were also investigating him for possession of stolen property and identity theft – crimes that appear to be escalating in frequency within the region. Girard is now charged with being a felon in possession of ammunition, an offense carrying a maximum sentence of 15 years in federal prison.
Assistant U.S. Attorney Robert A. Marangola is prosecuting the case. The investigation was a joint effort between the Monroe County Sheriff’s Office, led by Sheriff Todd Baxter, the New York State Police under Major Brian Ratajczak, and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with Special Agent-in-Charge John B. DeVito overseeing the New York Field Division.
The ATF’s involvement signals the federal agency is taking a hard line on repeat offenders and individuals who pose a potential threat, even if that threat hasn’t fully materialized. The discovery of ammunition, following allegations of a death threat, paints a concerning picture of Girard’s potential for violence.
It’s crucial to remember that these are merely allegations at this stage. Girard is presumed innocent until proven guilty in a court of law. However, the evidence presented so far suggests a pattern of criminal behavior that law enforcement is determined to address.
