Rhiannon Carnahan, Child Pornography, Colorado 2017

A Woodland Park woman has been sentenced to 27 years in federal prison for producing child pornography and sexually abusing a minor child in her care.

Rhiannon Carnahan, 30, was sentenced on February 21, 2017, by U.S. District Court Judge R. Brooke Jackson for her role in producing and distributing child pornography.

According to court documents, Carnahan used her access to a 3-year-old child, who was in her care, to produce and distribute child pornography. She used her cell phone to take images and videos of the abuse and sent them to her co-defendant, Brandon Tyler Hill.

Hill, who was sentenced to 30 years in prison, had been communicating with Carnahan online and had requested images and videos of the child engaging in sexually explicit conduct. Carnahan sexually abused the child over a three-month period in response to Hill’s requests.

The investigation into Carnahan’s crimes was led by the Colorado Springs Police Department and U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI). The case was prosecuted by Assistant U.S. Attorney Alecia Riewerts.

Carnahan’s sentence is part of a growing trend of women being charged with child pornography crimes in the District of Colorado. The case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation.

The sentence was announced by Acting U.S. Attorney Bob Troyer, ICAC Commander for Colorado Lieutenant Christina Sheppard, and U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) Acting Special Agent in Charge John Eisert.
