Richard D’Arcy, Theft of Mail, New York 2016

A shocking crime has shaken the community in Buffalo, New York. Richard D’Arcy, Jr., a 37-year-old postal employee, has pleaded guilty to theft of mail by a postal employee.

According to Acting U.S. Attorney James P. Kennedy, Jr., D’Arcy stole 52 pieces of mail from a blue collection box on McKinley Parkway in Buffalo. The mail was meant to be delivered to Fisher Road (Route 53) in West Seneca, NY, but D’Arcy failed to do so.

Assistant U.S. Attorney Marie P. Grisanti stated that on August 2, 2016, a U.S. Postal Service mail carrier discovered the undelivered mail in the blue collection box. An investigation revealed that D’Arcy had delivered the mail on August 1, 2016, but had taken the contents of some of the mail for personal gain.

A review of the Global Positioning System (GPS) used to track the delivery of mail parcels showed that D’Arcy drove through the portion of Route 53 on Fisher Road where the mail was supposed to be delivered, but made many more stops and took much longer to deliver the same portion of Fisher Road.

A subsequent search of D’Arcy’s car uncovered multiple bundles of undelivered advertisements, placards, and First Class mail. The plea is the culmination of an investigation on the part of the United States Postal Service, Office of the Inspector General, under the direction of Special Agent in Charge Monica Weyler, Eastern Area Field Office, Philadelphia, PA.

D’Arcy could face a maximum penalty of five years in prison and a $250,000 fine. Sentencing is scheduled for July 10, 2017, at 10:00 a.m. before U.S. District Judge Lawrence J. Vilardo.

The case highlights the importance of oversight and accountability in the postal service. It also serves as a reminder that postal employees are not above the law and will face consequences for their actions.
