Baltimore Man Indicted in Bribery Scheme
A federal grand jury has indicted Richard Louis Wright III, 46, Kimberly A. Parnell, 43, Shane Anderson, 37, and Ladena D. Sketers-Anderson, 47, on charges related to a bribery conspiracy to obtain contracts with the U.S. Postal Service.
The indictment, returned on April 30, 2014, alleges that the defendants engaged in a scheme to commit bribery, wire fraud, and mail fraud by creating, approving, and submitting false and inflated invoices for maintenance work at their respective post offices.
According to the indictment, Wright and Parnell, who were station managers at the Waverly and Pikesville post offices, respectively, used their authority to contract for landscaping, snow removal, and cleaning services and split the proceeds with the alleged providers of the services.
The indictment also alleges that in 2013, when one of their co-conspirators failed to make timely bribe payments, Parnell proposed replacing the co-conspirator with Shane Anderson, who operated a landscaping company in Baltimore called Youthful Minds Lawn Care.
Wright and Parnell allegedly agreed to submit false and inflated invoices from Youthful Minds Lawn Care in exchange for a percentage of the proceeds paid to Youthful Minds by the USPS.
The indictment charges the defendants with 29 counts of bribery, wire fraud, and mail fraud. If convicted, they face up to 20 years in prison for each count.
The case is being prosecuted by the U.S. Attorney’s Office for the District of Maryland. The investigation was conducted by the U.S. Postal Service Office of Inspector General and the Federal Bureau of Investigation.
