Rochester Man Fakes Military Radio Tests, Ordered to Pay $299,094 in Damages
A 50-year-old man from Newark, New York, has pleaded guilty to falsifying test results for military radios and sonobuoys, resulting in $299,094 in damages to the Department of Defense.
Steve Wysocki, of Newark, New York, pleaded guilty to four counts of filing a false statement with the United States Government. Each count carries a maximum penalty of five years in prison and a $250,000 fine.
Wysocki, who was in charge of the testing department for Flightline Systems, a Victor-based defense contractor, was accused of personally falsifying vibration graphs as well as directing subordinates to do so. He referred to this process as “phantom vibe testing.”
The KG-40 military radio system and the SH-60 Sonobuoy system, which were being tested, are used by the US Army and Navy for Anti-Submarine Warfare (ASW) and tactical radio encryption, respectively. The vibration testing process involves subjecting the items to prolonged vibration exposure using a vibration table equipped with pressure plates.
According to the investigation, Wysocki would print the false graph or direct others to do so, and include this false document in the items history, thus proving that it was successfully tested, even though as he knew, the item was not properly tested.
U.S. Attorney William J. Hochul said, “This Office will not tolerate anybody who, by their actions, hurts or impacts the products used by our military men and women to carry out their critical mission. This case should serve as a warning to any individual involved in the testing of products to be used by the military, if you attempt to disrupt the process, you will be prosecuted and punished accordingly.”
The investigation was conducted by the FBI, Army Criminal Investigation Division, Naval Criminal Investigative Service, and the Department of Defense, Office of Inspector General, Defense Criminal Investigative Service.
