Tyesha Bowman, Mail and Wire Fraud, Illinois 2023

ROCKFORD, IL – A brazen scheme to siphon over $1 million in federal funds has landed five Rockford-area individuals in federal court, facing charges of mail and wire fraud. The indictment, unsealed Wednesday in U.S. District Court, alleges a systematic effort to exploit pandemic-era relief programs, leaving taxpayers footing the bill for personal enrichment.

The feds have charged TYESHA BOWMAN, 32, of Beloit, Wis., with a staggering thirty-four counts of mail and wire fraud. LIBRA MARTIN, 48, of Rockford, faces fourteen counts of wire fraud. LAMONT FOSTER, 38, of Rockford, is accused of eight counts of mail and wire fraud. Rounding out the indictment are KHADIJAH BROWN, 31, of Rockford, with two counts of mail fraud, and SIETA CARRINGTON, 36, of Rockford, facing a single count of mail fraud. Arraignment dates have not yet been set, but these defendants will have their day in court.

According to the indictment, BOWMAN and MARTIN allegedly conspired to defraud the Paycheck Protection Program (PPP) and the Economic Injury Disaster Loan (EIDL) program – both cornerstones of the Coronavirus Aid, Relief, and Economic Security (CARES) Act – to the tune of over $500,000. The feds claim they knowingly submitted false information to illegally obtain these funds. Separately, BOWMAN, FOSTER, BROWN, and CARRINGTON are accused of a parallel scheme targeting the Pandemic Unemployment Assistance (PUA) program, also racking up over $500,000 in fraudulent claims.

“This indictment sends a clear message: those who attempt to exploit federal programs for personal gain will be held accountable,” stated Andrew S. Boutros, United States Attorney for the Northern District of Illinois, in a press release. The investigation was a joint effort between the U.S. Department of Labor Office of Inspector General and the U.S. Small Business Administration Office of Inspector General, indicating the scope and seriousness of the alleged fraud.

Assistant U.S. Attorney Robert S. Ladd is prosecuting the case, and the government is expected to present a mountain of evidence detailing the alleged fraudulent activities. Each count of mail and wire fraud carries a potential sentence of up to 20 years behind federal bars. While the indictment lays out the charges, it’s crucial to remember that these are allegations, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt.
