Justin Alan Vanley, Aggravated Identity Theft, Kansas 2024

WICHITA, KAN. – A brazen identity theft operation has landed a Rose Hill man in federal court, and he’s singing a confession. Justin Alan Vanley, of Rose Hill, Kan., pleaded guilty Friday to one count of aggravated identity theft, admitting his role in a sprawling $3.5 million scheme that preyed on postal workers.

According to U.S. Attorney Tom Beall, Vanley wasn’t working alone. He confessed to receiving a U.S. Postal Service roster from a co-defendant – a list containing the personal information of two unsuspecting postal employees. Vanley didn’t hesitate. He used the stolen identity of one of those workers to fraudulently apply for a Chase Marriott credit card, boasting a $32,000 credit limit.

The scheme wasn’t about making small purchases. Vanley patiently waited for the card to arrive, then intercepted it in the mail – ensuring the victim never saw it. This wasn’t a spur-of-the-moment decision; it was a calculated move within a larger, coordinated effort to defraud financial institutions and individuals.

Vanley is just one piece of a much larger puzzle. He’s one of 13 individuals charged in a May indictment alleging their involvement in the extensive $3.5 million identity theft ring. Federal investigators are still untangling the full scope of the operation, and further arrests are possible.

Vanley now faces a stiff penalty for his crimes. Sentencing is scheduled for March 24th. He’s looking at a potential two-year stint in federal prison, alongside a hefty fine of up to $250,000. The feds aren’t playing around with these types of offenses, and they want to send a clear message to anyone considering similar schemes.

Beall extended praise to the agencies involved in cracking the case – the U.S. Postal Inspection Service, the Sedgwick County Sheriff’s Department, the Wichita Police Department, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and Assistant U.S. Attorney Alan Metzger. Their collaborative work brought Vanley to justice, and hopefully, will dismantle the rest of this criminal network. The investigation is ongoing.
