Rot Van Nguyen, Sex Offender Registration Violation, Louisiana 2024

Rot Van Nguyen, a 56-year-old man from San Jose, California, is facing federal charges for failing to register as a sex offender after crossing state lines. Known also as Minh Dung and Minh Dung Duong, Nguyen was formally charged in Louisiana with one count of violating the Sex Offender Registration and Notification Act (SORNA), a federal mandate requiring registered offenders to update their locations across jurisdictions.

The charges stem from Nguyen’s movements after leaving California in November 2015. According to court documents, he traveled to New Orleans and took up residence without ever checking in with local law enforcement. That failure to register triggered a federal violation. He was eventually arrested in December 2017 by federal authorities who had been tracking his whereabouts.

Under SORNA, sex offenders must update their registration within three business days of moving to a new jurisdiction. Nguyen, a previously convicted offender, ignored that requirement for over two years. The lapse set off alerts within federal tracking systems, leading to an investigation spearheaded by the U.S. Marshals Service and Louisiana State Police.

If convicted, Nguyen faces a maximum sentence of 10 years in federal prison and a $250,000.00 fine. In addition, he would be subject to a mandatory term of supervised release lasting between 5 years and the rest of his life, reflecting the severity of noncompliance under federal sex offender laws.

U.S. Attorney Duane A. Evans, who announced the charge, emphasized that the bill of information is not a conviction. ‘The guilt of the defendant must be proven beyond a reasonable doubt,’ Evans stated. Still, the case underscores the reach of federal oversight when sex offenders vanish from monitoring systems.

Evans credited the U.S. Marshals Service and Louisiana State Police for their lead roles in the investigation, and extended thanks to the California Division of Parole Operations, the Orleans Parish Sheriff’s Office, and the Orleans Parish District Attorney’s Office for critical support. Assistant U.S. Attorney Matthew Payne is prosecuting the case.
