A Southern Utah man has been accused of damaging a government vehicle, specifically a Department of Homeland Security Transit Van, in St. George, Utah.
According to court documents, on April 21, 2025, an ICE Transit Van was discovered to have been damaged over the weekend at the U.S. Immigration and Customs Enforcement and Removal Operations (ICE ERO) office in St. George.
The damage included ripped pieces from the passenger side mirror and the driver’s side mirror, with an estimated repair cost of over $2,900.
St. George Police Department officers were called to the scene and reviewed surveillance footage, which showed a light-colored Jeep pulling into the parking lot. An adult male wearing a black balaclava and ski goggles was seen approaching the vehicle and causing the damage.
The suspect’s Jeep, registered to Ryan Michael Gaines at a Santa Clara address, was captured on city-wide surveillance just a few minutes before and after the incident.
Gaines, 32, was arrested and charged with damaging government property. He made his initial appearance on the indictment before a U.S. Magistrate Judge at the courthouse located at 206 West Tabernacle Street, St. George, Utah 84470.
The case is being investigated jointly by the St. George Police Department and the FBI Salt Lake City Field Office, St. George Resident Agency, with Assistant United States Attorney Brady Wilson prosecuting the case. An indictment is merely an allegation, and Gaines is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
Gaines is currently facing charges of damaging government property, with the estimated repair cost of the damage exceeding $2,900.
