Two Philadelphia men are back in federal crosshairs, accused of funneling heroin into one of Pennsylvania’s most secure federal prisons. Sable Daniel, 29, and Russell Whitmore, 34, were named yesterday in a four-count superseding indictment charging them with conspiracy to distribute heroin and possession with intent to distribute, all tied to a drug delivery at United States Penitentiary, Canaan.
According to prosecutors, Daniel allegedly handed off heroin to Whitmore during a prison visit, breaching tight federal security measures meant to keep contraband out. The handoff, investigators say, turned the visitation room into a narcotics exchange point. Daniel now faces additional counts of distribution and providing contraband to an inmate; Whitmore is charged with possession of a narcotic as a prisoner.
The case, led by the U.S. Attorney’s Office for the Middle District of Pennsylvania, stems from an investigation by the Federal Bureau of Investigation and correctional officers at USP Canaan. Authorities have not disclosed the exact weight or street value of the heroin, but the charges carry a maximum penalty of 20 years in federal prison, plus fines and supervised release.
Assistant U.S. Attorney Sean A. Camoni is prosecuting the case, which originated from a December 6, 2016, indictment. The superseding charges reflect expanded evidence gathered during the multi-year probe. Both defendants remain in custody pending trial.
This case falls under the district’s sweeping Heroin Initiative— a federal push targeting traffickers across Pennsylvania. The effort unites federal, state, and local agencies in dismantling supply lines feeding the national opioid crisis, with a special focus on prison-based distribution networks.
As with all federal cases, the indictment is not a conviction. Sable Daniel and Russell Whitmore are presumed innocent until proven guilty in court. Sentencing, if convicted, will be determined by a federal judge weighing the nature of the offense, criminal history, and federal sentencing guidelines. The outcome could set a precedent for how severely the system punishes drug smuggling behind bars.
